IBM was invented by Charles Peskin at Courant Institute of Mathematics (which belongs to NYU, http://math.nyu.edu/faculty/peskin/). However, IBM is very popular and ubiquitous.
Instead of asking where is the best (or good) place to study IBM, a more appropriate question would be, I believe, that where is a good place to study CFD in general, for IBM is just a technique which can be easily mastered if you know CFD well. In the US, there are many schools which offer good programs in CFD. In fact, almost any big and good university in the US and Europe offers that. You also need to decide under which department you want to study CFD: mechanical engineering, aerospace engineering, civil engineering, or applied mathematics. This would depends on your background and interests.
