You don't start with the macroscopic equation (Nernst-Einstein eq. in this case). What you have to do is to construct the collision process which leads to NE equation. This is how LBE work. For example, you don't start with Navier-Stokes equations, but you construct the collision process which respects conservations of mass, momentum, and energy and naturally leads to the N-S equations. Thus, you should have a collision operator which respect charge conservation to begin with, among other things, which will lead to N-E equation.
