in theory and practice, it is possible.
I simulated the dam breaking, folw over a semi-circular obstacle and the soliton wave propogating over a step.
vof is able to calculate the breaking problems. however, i suggest you abandon any software and repalce it with your own codes.
Do you know the code nameed ripple? It should be free, and with source code. You can also look for papers by Pengzhi Lin, he has a numerical wave tank that';s based on VOF. Also papers by Qun Zhao.
