wind will be compressed at first and will slow down(==>smaller) before it reaches the
peak of a mountain. After wind passes the peak of a mountain, it will expand and
will speed up(speed==>bigger). If you ask the speed of wind close the peak of the
mountain, it should be smaller than the wind speeds on the two sides of the mountain.
